Yes. In the freehold areas a foreign buyer gets full ownership. The purchase is registered with the land department while the building is still under construction, and the payments go to an escrow account of the project.

A down payment of 5–20% on booking, then instalments tied to the construction stages, and the rest on handover. Some projects let you pay part of the price after you receive the keys. A plan written as 10/50/40 means 10% down, 50% during construction and 40% on handover.
